Contact with legislators by constituents is very powerful in terms of moving policy issues. In fact, these contacts can be more powerful than lobbyist contacts, because lobby contacts are routine and expected. Quality contacts by constituents are unusual and tend to get the attention of legislators. Legislators are accountable to their constituents, not lobbyists.
